David Spencer served as State Commander from 2003-2006.  He was elected at the State Conventions held in Sturbridge, MA by his peers, and remains the only 3-term State Commander.

Prior to being elected State Commander, Dave served as State First Vice Commander for Membership for 2 terms and was the State Judge Advocate.  He was awarded the State Commander’s Special Award in 2001 for his work revising the Constitution and By-Laws as State Judge Advocate.

During his years as Commander, he made it a mission to adopt the National Scooter Program and was successful in placing a scooter in each of the four major VA Medical Centers in Massachusetts.  His final term was rocked by the passing of State First Vice Commander Harry Dascoli.

During his time as State Commander, Dave started Squadrons in Haverhill and Fall River.

Before becoming a State Officer, Dave was very active at his Squadron, having held the offices of Finance Officer, Adjutant and Judge Advocate numerous times.

While moving up the chairs at the State level, Dave also served as National Chaplain from 2002-2005, under National Commanders Helmuth (MA), Summerall (FL) and Grose (OH).  After his second term as State Commander, Dave ran for National Provost Marshal in Kansas City at the National Convention in 2005.  He remains at this time the only Son to run for National Provost Marshal without being nominated against.  Following this, he ran successfully for National Third Vice Commander in Reno in 2006.  He was unsuccessful in his bid for Second Vice Commander in 2007 in Greensboro, but later that year was appointed to complete the unexpired term of the member who won.  He then ran for First Vice Commander in 2008 in Orlando.  Dave was elected to the Office of National Commander in 2009 in New Orleans.  He left office in Louisville in August of 2010.  He was appointed National Webmaster in August 2011 by National Commander Barnhill and again in 2012 by National Commander Keith.  He was appointed to serve as National Public Relations Officer under National Commander Daniel Briggs.  At the National Convention in Birmingham, AL in 2015, David was elected National Judge Advocate and was reelected in Reno, NV in 2016, Norfolk, VA in 2017, Orlando, FL in 2018 and Louisville, KY in 2019.
